Spatial data standards to support interoperability for ITS systems are of fundamental importance to the success of ITS. Much of the functionality of ITS involves the transfer of locations of incidents, vehicles, and traffic conditions between applications using spatial databases. The special needs of ITS create the need for new standards to support spatial data interoperability. Oak Ridge National Laboratory (ORNL) was tasked by the United States Department of Transportation (DOT) to evaluate the need for new spatial data interoperability standards for ITS. Three new standards development efforts were recommended - development of a location referencing message specification (LRMS) for the transmission of location information between ITS systems; the ITS Datum, a referencing datum consisting of a database of nodes located on the roadway; and a spatial data interchange standard for the transfer of ITS databases. Work on the LRMS has advanced to the extent that the standard is formally being processed to become a national standard through the Society of Automotive Engineers (SAE). Work on the Datum has resulted in a design specification and a prototype database. Work on the spatial data interchange standard involves requirements assessment and monitoring efforts to develop international standards. The next step in the project is to test the location referencing concepts in a realistic and controlled environment. The draft standard for the LRMS is already being used where possible in the model deployment sites and in various regional deployments. These early deployments are providing valuable test environments for portions of the ORNL location referencing work. However, it is necessary to evaluate the LRMS and the ITS Datum under a wide variety of conditions and variations of communications technology, message sets, and application requirements. This will require a test bed environment where these variables can be varied in a controlled manner. |
