The purpose of this paper is to provide an understanding of the ever growing need to examine the interrelationship between transportation systems, wildlife, effective countermeasure management strategies, and the application of Intelligent Transportation Systems to increase the safety of the traveling public. Conflicting and inconclusive research results on several of the current countermeasure technologies are disturbing, yet define the problem that traffic engineers face when they take on the task of attempting to solve the problem of animal/vehicle conflicts. Until now, the best countermeasure for animal accidents has been defensive driving. This paper outlines the problem of animal/vehicle conflicts, reviews traditional countermeasures and their effectiveness, and introduces advanced technology application countermeasures. This paper concludes that the need for effective countermeasures exists, and development costs are justifiable. Recommendations come in the form of a plan of action that includes the following steps: 1) establish funding to address concentrated animal/vehicle accident areas; 2) determine concentrated animal/vehicle accident areas; 3) identify critical transportation corridors for animal/vehicle accidents; 4) identify and focus on acceptable solution technology alternatives; 5) establish specifications, design methods, installation standards, and a maintenance program for solution technologies; and 6) confirm a funding source. |
