This paper discusses the coverage of an FM subcarrier system to be used for the broadcast of traffic data to vehicles on highways to support the Intelligent Transportation System (ITS) program. The coverage was determined by both measurements and predictions. The National Telecommunications and Information Administration/Institute for Telecommunication Sciences (NTIA/ITS) completed a field-test program designed to independently evaluate the performance of an FM subcarrier based traveler information broadcast system. This system is the Subcarrier Transportation Information Channel (STIC) and was developed by MITRE Corporation for the Federal Highway Administration (FHWA). This system was developed to support the use of FM subcarriers for the broadcast of traffic data to vehicles on highways when no commercial systems capable of meeting the requirements were available. The testing and evaluation program measured the STIC system performance when installed in the subcarrier channel of a commercial FM broadcast station. The STIC performance was measured in a variety of reception environments in order to assist in the future prediction of STIC coverage in areas of the United States that differ dramatically in terrain and population density. The measurements which took place in the Denver, Colorado area included the following reception environments: urban high-rise, urban low-rise, rural mountain, and rural plains. The measurements of system coverage were used to verify coverage prediction techniques. |
