| 摘要： | On December 18, 1998, the U.S. Trade Representative (USTR) asked the U.S. International Trade Commission (USITC) to prepare a report assessing the probable economic effect on the United States of China's accession to the World Trade Organization (WTO). The USTR requested that the USITC use formal economic analysis to provide, to the extent possible, a quantitative assessment of the effects on the U.S. economy of China's WTO membership, specifically in reference to possible reductions in China's tariff and non-tariff measures and to China's participation in the WTO Agreement on Textiles and Clothing. In supplemental requests from the USTR on May 5, 1999 and June 16, 1999, the Commission was also asked to analyze the specific tariff and market access offers respectively, made by China in April 1999 in the context of its WTO accession negotiations. |
