With the focus being shifted from consumption-driven growth to investment-driven growth there is an increase inmigration to urban areas for better education and employment opportunities. Rapid urbanization and spatial separation between various important locations, necessities adequate transport systems to satisfy travel needs of population. Large scale construction of urban transport infrastructure is undertaken in India under various schemes. The scope of the project and site layout factors influence the duration of construction work zones. The nature of construction activities and the composition of surrounding vehicular traffic influence each other's time schedule.Projects like construction of a metro corridor on a busy road network are capital intensive and time sensitive. Such projects if delayed have significant cost and time implication, leading to disputes between stakeholders resulting in time consuming arbitration process and long term environment impact. The geometry of metro site work zone, traffic management around the construction site as well as management of site operations and resources have impact on the project completion schedules. On the basis of these factors, a 90 day observation based qualitative study was undertaken on 1.25 km long stretch of elevated metro corridor in Pune Metro project. On the basis of field observations, site layout related problems that influence the project time schedules were identified. Based on literature review and research studies undertaken on similar such projects, the study explores the possibility of application of few measures like, Hierarchical Planning for decision making, Bundling of Projects and Last Planner System (LPS), to streamline the site operations and decision making so as to avoid project delay. |
