A distinguished panel of transportation planners has been advising PennDOT on how to think about structural changes in transportation demand and traveler behavior that may outlast the COVID-19 pandemic. Dubbed the Post-Pandemic Planning Roundtable, its members represent Carnegie Mellon University, the University of Pennsylvania, Bucknell University, Traffic 21 University Transportation Center, the Southeastern Pennsylvania Transportation Authority (SEPTA), the American Road & Transportation Builders Association (ARTBA), and the Transportation Research Board (TRB). The Roundtable conducted research around 11 possible scenarios based on trends that emerged during the pandemic. The scenarios are: 1. Altered demand for Public Transit: Public anxiety
