Launched in 2015, the FHRG (formally the Future Highways Research Club) has been applying research to real world highways delivery and policy to produce a groundswell of understanding, leading to best practice. Beginning with 11 local authority members, the group now has 35 members, mostly county councils or large metropolitan authorities, and has signed a partnership agreement with council directors' body ADEPT. Working with more than 20 authorities, the group found a recent shift in priorities. For instance, climate change is now a key focus, with 86% of FHRG members having declared a climate emergency and the remainder saying that having a carbon reduction programme is a top priority. There is also the wider context of social and economic trends such as the collapse of retail in favour of online shopping, and the moves to more home working, impacting future financial resilience through reduced taxation and transport subsidisation. |
