Transport is critical to the functioning of an economy, and indeed society, during a pandemic. Unfortunately, transport also provides a mechanism with which contagious disease can spread. Most transport policies and strategies have until now paid little heed to public health. The transport sector in both cities and rural areas should plan to make itself more resilient to future pandemics, and do as much as it can to constrain the spread of disease. With support from the High Volume Transport Programme funded by UK-Aid, TRL has developed a set of guidelines that provide practical guidance on how to do to that. They are based on best practice of transport agencies around the world in responding to COVID-19, as well as other pandemics and natural disasters. They are intended for decision-makers and practitioners in transport planning, public health, and multilateral development banks, whose cooperation will improve resilience to future pandemics. They provide specific advice for different groups of transport stakeholders from national ministries, road and rail infrastructure managers, public and private sector transport operators, and freight and logistics companies. |
