摘要: In November 2005, thirty one months after the end of major combat operations, the National Security Council published its National Strategy for Victory in Iraq outlining the United States broad strategy for assisting the Iraqi people to defeat the terrorists and build an inclusive democratic state. Although reconstruction efforts and financial investment on the political, security and economic tracks began well before the release of this document, our coalition continues to face significant challenges in improving Iraqi governance, infrastructure, public services, and security forces, even today. Recently, many civilian and military leaders have openly acknowledged a lack of synchronization in our Operation Iraqi Freedom Phase IV planning. Given these valid critiques of our efforts to-date, the purpose of this essay is to outline a way ahead for improving our future reconstruction efforts. This project will examine several means coalition forces are currently employing in Iraq to gain momentum in the reconstruction portion of our Clear-Hold-Build strategy. Research will identify disconnects between the ends, ways, and means of our national strategy, and recommendations will be outlined to adjust our current resources to improve the likelihood of achieving success in our reconstruction efforts. / NOTE: Strategy research project. / Availability Note: Product reproduced from digital image.
