摘要: This paper examines the processes that are an integral part of planning for the successful reconstruction of Iraq. The United States is spending billions of dollars on the Iraqi reconstruction effort. This effort consists of both restoring damaged areas and improving existing services to meet minimum standards. However, the resources slated for reconstruction will not last forever, and priorities will have to be established with regard to what ultimately gets accomplished. The author reviews lessons learned about reconstruction from past wars, including the Philippine War, World War II in both Europe and Japan, and the Vietnam War, and analyzes whether these lessons are still applicable today. Then he develops and analyzes four organizational structures for reconstruction that the United States may want to use to perform reconstruction and nation-building missions in Iraq. These four structures are full-time organization, standup organization, partially filled organization, and administrative organization. He explores the advantages and disadvantages of each organizational structure, how to make each one more efficient, and how to utilize each one to its fullest. The author concludes that a holistic synchronization plan is the key to successful reconstruction in Iraq.
