The American Samoa Department of Public Works (ASDPW) has applied, through the American Samoa Disaster Relief Office (ASDRO), to the U.S. Department of Homeland Security Federal Emergency Management Agency (FEMA) for funds to conduct a flood control project. FEMA is proposing to fund the project through the Hazard Mitigation Grant Program (HMGP) under the presidential disaster declaration FEMA-1506-DR-AS for Cyclone Heta, which occurred in January 2004. FEMA has prepared this Environmental Assessment (EA) to evaluate the impacts of the proposed HMGP project. The EA has been prepared according to the requirements of the National Environmental Policy Act of 1969 (NEPA), the Council on Environmental Quality (CEQ) regulations implementing NEPA (Title 40 of the Code of Federal Regulations (40 CFR) Parts 15001508), and FEMAs implementing regulations (44 CFR Part 10). The EA process provides steps and procedures to evaluate the potential environmental, social, and economic impacts of a Proposed Action and alternatives as well as an opportunity for the public and local, state/territorial, and other federal agencies to provide input and/or comment through scoping studies and a public comment period.
