摘要: The urban goods distribution system is vital to supply the needs of individuals and businesses. However, during the pandemic, the impacted system was not prepared for the sudden increase in demand, especially to serve households as the retail sector was halted by the stay-at-home orders and temporary closures. The pandemic evinced the need to develop and plan for a resilient and sustainable system that can maintain and efficiently restore operations in the event of such high-severity disruptions. The research team recently developed an analytical model (R4-T-LMD) for urban goods distribution integrating the Resilience Triangle concept and the R4 Resilience framework. The R4-T-LMD considers sustainability of operations, thus rendering an economically viable, environmentally friendly, and equitable service; and a resilient one. This translational project will develop a sketch-planning tool for local jurisdictions based on the R4-T-LMD for the adequate planning of the system. The tool will identify planning and land use needs to support their sustainable and resilient urban goods distribution e.g., using urban consolidation, micro-hubs, alternative delivery points, and light zero emission vehicles, among other strategies. Moreover, the team will use recently developed projections of demand for six large MSAs to test the sketch planning tool under different disruption and demand scenarios.
