摘要: FHWA’s Every Day Counts (EDC) program is designed to advance a culture of innovation in the transportation community—state departments of transportation and their public and private sector partners—by coordinating rapid deployment of strategies and technologies that can shorten the project delivery process, enhance safety, reduce congestion, and improve environmental outcomes. One of the innovations in the 2017-2018 EDC cycle (EDC 4) was Integrating National Environmental Policy Act (NEPA) and Permitting. Synchronizing the permitting processes and NEPA reviews that are required for Federal-Aid Highway Program projects so that they are performed simultaneously rather than sequentially can save time, reduce costs, and improve environmental outcomes.  Tools and strategies that support this practice include collaboration platforms for data sharing and streamlined communication, programmatic agreements, and NEPA/Clean Water Act Section 404 mergers.
