This research aims to evaluate the effectiveness of the DC Commuter Benefits Law in Washington, DC using a comprehensive survey. This survey will assess employers' adoption of and compliance with the DC Commuter Benefits Law, commuters' enrollment in the newly offered benefits, as well as employers' and commuters' response to the three types of benefits contained in the DC Commuter Benefits Law: 1) Employee-Paid, Pre-Tax Benefit; 2) Employer-Paid, Direct Benefit; and 3) Employer-Provided Transportation
This study will evaluate if this law helped increase the number of eligible employers (those with 20 or more employees) with access to pre-tax commuter benefits; and if this law increased the number of employees in Washington DC who signed up for pre-tax benefits. Based on the survey findings, this study will also provide a series of policy recommendations that will encourage more employers to become compliant with the law and more commuters to receive these transportation benefits.
The ultimate goal of this survey is to reveal what else we need to do pragmatically to adopt pre-tax benefits, direct benefits, and employer-provided transportation. In addition, this information will help us encourage more people to use sustainable modes and use pre-tax benefits. |
