The alternative guidelines and criteria for setting speed zones have not been yet thoroughly studied or evaluated. The main goal of this research is to develop recommendations for alternate criteria for speed zone setting in roadways with a high percentage of active travelers. The research would also recommend when conditions are appropriate to consider the alternate criteria. The scope of the research will include new recommended data collection procedures, analysis of variables that can be used to determine speed zones, and new tables or decision matrices that can be applied statewide. The current speed setting methodology is heavily weighted towards motor vehicles and does not balance multimodal needs. In roadways with a high percentage of 4 active users, a more balanced approach may result in improved safety (less crashes and fatalities) as well as a better driving, bicycling, and walking environment.
