| 摘要： | The objective of this project is to identify ways to motivate and reward private land owners' participation in the snow fence program while keeping the program cost effective. The research project will answer the following questions: (1) What are the current practices in IL and other Midwest states to motivate landowners' participation? (2) What are the costs to establishing and maintaining snow fences in IL and other Midwest states? (3) What are the life cycle costs and benefits of snow fences? (4) What are the constrains that limit landowners' participation? (5) What are the best strategies to motivate and reward private land owners and keep the program cost effective? |
