The overarching major objective of this research is to develop a cash flow expenditures model for estimating various cost items incurred in design-build-finance (DBF) and public-private partnership (P3) projects, taking into account flexibilities offered by the DBF and P3 delivery methods.
The specific research objectives are to: (1) Identify and analyze the latest developments and trends in incorporating private financing in enhancing the capabilities of state DOTs in delivering a larger highway design and construction program; (2) Identify best practices in developing cash flow models for design-build and P3 projects and programs; (3) Develop an estimation model for actual cash flow needs of the department in the delivery of a highway project considering flexible opportunities provided by DBF and P3 delivery methods; (4) Conduct scenario analysis to examine the effects of changes in the execution strategies of the project on the department�s funding capacity; and (5) Determine the optimal sequence of executing design-build-finance and P3 projects (e.g., moving around the preliminary engineering, procurement and construction tasks) to provide the greatest funding advantage at the portfolio level.
