The Disadvantaged Business Enterprise (DBE) Program applies to the Arizona Department of Transportation (ADOT) and all its sub-recipients, vendors, consultants, and contractors who directly or indirectly receive USDOT funds. The study works to identify and understand the laws, policies, programs, and practices impacting DBE programs in other states, as well as in Arizona, and how the construction industry and the DOTS approach and comply with DBE regulations.
The research is collecting and analyzing information to help ADOT consistently meet and exceed race- and gender-neutral goals through voluntary DBE participation by contractors hiring subcontractors and developing strategies to increase DBE utilization as prime contractors. This includes identifying states with the highest rates of voluntary DBE participation and states with no or very low mandated race-neutral and gender-neutral goals. The study also will document the legal requirements, insurance requirements, risk management policies, procurement codes, contracting practices, DBE availability, contracting environment, and other factors impacting DBE programs in other states and Arizona. |
