The study will examine the role of new and expanding
shared mobility options, such as transportation network companies, taxis, carsharing, bikesharing, scootersharing, and microtransit, in the provision of transportation services, and specifically the relationship to and the impact of these services on existing public transit operators. The study will also examine what steps transit operators could take so these new services can be complementary to, rather than competitive with, transit, and what role transit agencies could play in becoming mobility managers in the new mobility landscape. It will specifically examine ways that transit agencies have partnered with new mobility providers, both in the United States and internationally. The evolving concept of Mobility as a Service (MaaS) will be reviewed, together with transits role in MaaS. Based on U.S. and international experience and research, the committee will examine policy issues both for government at all levels and for transit agencies resulting from the changing mobility paradigm and adoption of MaaS, and will consider possible recommendations regarding these policy issues. |
