However, districts lack a systematic method to capture changing maintenance activities and ensure that necessary maintenance is conducted efficiently and systematically. Central to this issue is the emergence of special projects, which occurs from time to time and tends to take priority over general maintenance functions. When special maintenance projects are combined haphazardly with general maintenance functions, the results are not optimal. |
