The goal of this project is to research the feasibility of creating a self-sustaining Transportation Management Association (TMA) focused specifically on the diverse businesses and stakeholders in a constrained Ithaca downtown business district.
In Ithaca, like most upstate communities, single occupancy vehicles (SOVs) represent the primary mode of transport for downtown commuters. This SOV travel results in increased
greenhouse gas (GHG) emissions, as well as stress to the public parking infrastructure of the
community. Both Ithaca and Tompkins County have ambitious 2050 GHG emission reduction
goals. The City pledged to reduce GHG emissions by 80% below 2010 levels by 2050. The
County pledged to cut GHG emissions by 80% by 2050 and 20% by 2020. Coupled with this
heavy reliance on SOV travel, the community�s public parking infrastructure is being severely
stressed. The City operates four urban parking garages totaling 1,700 spaces. It is estimated
that the completion of development projects currently in the construction and planning
pipelines will exhaust all of the remaining spaces. To meet these GHG emission reduction
goals while sustaining its growth, the Downtown Ithaca Alliance and its partner transportation
organizations seek to create a dynamic, new organizational model for the packaging,
marketing, and delivery of transportation demand management (TDM) services to a distinct
and defined geographic district- Downtown Ithaca. This project builds on the NYSDOT-funded
Buffalo Niagara Medical Campus (BNMC) TDM strategies demonstration project (C-15-13).
Proposed Actions:
The project features and blends together several different characteristics found in other
established TDM efforts. The project seeks to create a private sector driven Transportation
Management Association (TMA) serving an entire downtown district. It utilizes the use of TDM
Plans as a tool for mode change. It relies on the active participation of a number of
transportation partners that provide specific alternative to SOV services. It will investigate and
document efforts to fund a small city TMA on an ongoing, sustained basis. |
