摘要: Beyond Traffic 2045 suggested that transportation funding be organized around emerging megaregions, while at the same time noting the importance of existing and future challenges of planning across jurisdictional boundaries. The CM2 proposal notes three activity areas under two topics that would (i) develop recommendations for the roles, requirements and responsibilities for the various transportation agencies, and (ii) develop recommendations for how metropolitan planning organizations (MPOs) or other transportation planning agencies could be �scaled-up� to form megaregional partnership with goals to align planning across the megaregions. Currently, MPOs are only required to include projects and programs within their boundaries. To better support a framework for megaregion planning, MPOs could also incorporate the broader needs of corridors that run through, but are not contained within, their urbanized area. Currently the MPOs, regional planning organizations (RPOs) and departments of transportation (DOTs) are precluded from planning for components around their authorized areas, unless they have agreements in place to undertake joint work or activities such as corridor planning. Recent work undertaken for Federal Highway Administration's (FHWA�s) Office of Policy in 2016 (Loftus-Otway, Harrison et al., 2016) made recommendations for implementing megaregional planning at various jurisdictional levels. This project will develop recommendations for implementing a framework for megaregional planning that can be applied to the other megaregions, and can be used by the MPO/COGs notwithstanding current federal rules. The work will also integrate findings from a companion piece of work �Creating a framework to determine purpose and need for increased travel options in the megaregion for vulnerable (environmental justice) communities��PI Dr. Carol Lewis. As noted in Dr. Lewis� proposal the MPOs will be the primary entities responsible for executing megaregion planning. For that execution to occur in line with federal guidelines, inclusion and impact of plans and projects on vulnerable communities must be addressed.
