摘要: Beyond Traffic 2045, noted the increasing numbers of low income, ethnic and senior residents, who might be left on the fringes of society if attention is not focused on their travel requirements. The document also notes the importance of existing and future challenges of planning across jurisdictional boundaries. The Cooperative Mobility for Competitive Megaregions (CM2) notes three activity areas under two topics that are addressed by this research: 1.2 Developing analytical framework targeting passenger mobility improvement in megaregions; 2.2 Promoting equity for disadvantaged groups in and around the megaregion, such as the elderly or rural populations; and 2.3 Creating Environmental Justice metrics in the megaregional context. Vulnerable populations include low income, ethnic communities and senior residents. The Texas megaregion for purposes of this project are the area commonly referred to as the Triangle � Dallas, Houston, Austin, San Antonio with the extension east to Beaumont. Purpose and need will focus on the level of dissidence and gaps for travel to jobs, health care or grocery shopping. From the pool of communities, two highly vulnerable communities will be identified for in-depth case analysis facilitating the development of the framework tool. The tool will have utility for megaregions throughout the country. Identifying the communities and quantifying the need is the first step in developing transportation options to meet the defined need. This research will develop an analytic framework for planners to develop purpose and need statements for vulnerable communities in the context of megaregional travel opportunities. This work is viewed as a companion to Creating a Roadmap for MPO Megaregion Planning in Texas and Beyond �PI, Lisa Loftus-Otway. The metropolitan planning organizations (MPOs) will be the primary entities responsible for executing megaregion planning. For that execution to occur in line with federal guidelines, inclusion and impact of plans and projects on vulnerable communities must be addressed.
