摘要: A sustainable and accessible transport system for the whole country is the ultimate goal of the Swedish Transport Administration's research and innovation activities in accordance with the Swedish Transport Administration's R&D plan. A wise, well-balanced and well-researched taxation of road traffic is central to adapting to a sustainable and accessible transport system for the whole country, and to ensure that you have a good knowledge of the distributional aspects of the system. The taxation of road traffic must take into account a variety of aspects: tax revenue and financing of the transport system, climate impact, accessibility and distributional aspects. Increased taxation of fuel reduces the climate impact but also affects accessibility and the distribution aspect of those who travel a lot and those who travel a little. A key factor is whether you live in urban areas or not. In order for the taxation of car traffic to be well balanced and well thought out, with regard to revenue, accessibility and distributional aspects, new principles for taxation need to be developed with good anticipation, which is the purpose of the project. Already, the issue is of particular importance for the Swedish Transport Administration's orientation and action planning in the formulation of conditions for the forecast year. In infrastructure planning, forecasts must be made for 20 years or more in the future. The taxation of, and the total driving cost of, passenger cars is a major challenge in this context. The reason is that both the driving cost of passenger cars will change as the vehicle fleet is electrified and that the taxation itself is uncertain, not least as a result of political changes and the change of power. The principles of car taxation have also changed over time and differ between countries. The purpose of this phd-project is to analyze how different principles for car taxation would affect the taxation of passenger cars in different parts of the country, and thus behavior (total car driving), total tax revenue and the distribution of taxation between urban and non-urban areas and between different income groups. The goal is to generate solid and versatile evidence for decisions on future taxation, how it can be implemented in transport models so that it can be implemented in infrastructure planning. The aim is also to clarify the possibilities of designing a system that can get politicians at national, regional and municipal level to support different types of principles of taxation. The results will be disseminated through discussions with the Swedish Transport Administration during the course of the project, to parliamentary parties and other authorities and the media (measurable). The result will also be measurable through media attention, discussions with political parties, and lectures in national and international contexts. The project will generate three to four scientific papers as well as a doctoral dissertation and presentations / discussions and dissemination of results during the course of the project.
