The implementation of distance based road charging scheme for heavy vehicles will have an impact on the overall transport system but also on industry and regions. Assessment of impacts requires the effects to be measured, analysed and reported. This requires a wellconceived methodology for evaluating road user charging, and the collection of data necessary to describe both ante and post conditions. This project intends to deliver a methodology for impact assessment, suggest how data can be collected, and to conduct a pilot study to test and verify the reliability of the method. The project results provide a good opportunity to analyse the effects such as the impact on production and employment in Sweden, in different regions and industries, but also changes in the transport system. The project contributes to knowledge of how a system for road charging shall be designed and refined, how economic incentives can be used in the transport system, as well as on the principles and methods for pricing. In addition, the project delivers knowledge of data needs and data capture for impact evaluation. |
