摘要: While motorcycles comprise 3% of the United States� vehicle fleet, motorcycle fatalities routinely make up about 15% of all traffic fatalities. A key factor in survivability of a crash is the rider�s use of personal protective equipment (PPE), National Highway Traffic Safety Administration (NHTSA), State highway agencies, and motorcycle safety advocates encourage motorcyclists to use PPE, and helmets in particular. Efforts to improve motorcycle safety would benefit from data on the rates of PPE use. This information would help States as they evaluate the effectiveness of their safety and training programs to reduce motorcycle crashes, injuries and fatalities. While NHTSA has previously provided guidance to States on conducting observational surveys for seat belt use, this project extends that idea to surveys of motorcycle PPE use. The objective is to develop a methodology useful to any State conducting an observational survey of motorcyclist PPE use. The project involves the development and implementation of (1) a sampling and statistical analysis plan that is adaptable for each state and allows a probability-based estimate of PPE use; (2) protocol for capturing information on PPE use; and (3) a pilot test of the methodology. The outcome of the project will be a start-to-finish methodology for conducting observational surveys of motorcyclists� use of PPE.
