The use of compliance based interlock removal (CBR) in interlock programs is a relatively new strategy and little is known about it at this time. This project explores current practices of compliance based interlock removal, including the processes involved and the extent to which this strategy is being implemented in the United States. It will identify barriers to adoption of and other challenges to adoption of CBR, as well as possible strategies for overcoming them. It will develop ways to observe and measure the CBR reward strategy and also evaluate the effectiveness of this strategy in reducing post-interlock recidivism by impaired drivers using ignition interlocks. These findings should be of use to National Highway Traffic Safety Administration (NHTSA), highway safety professionals, and policy makers in the reduction of impaired driving recidivism. |
