Alcohol ignition interlock devices (IIDs) are an increasingly used tool to reduce alcohol-impaired driving. Evaluations of the effectiveness of IIDs show that while installed on the vehicle, they reduce the number of alcohol-impaired trips. Given their effectiveness, It is not surprising then that States are increasingly using IIDs, and State highway safety agencies are increasingly involved in the management of interlock programs. This project addresses the need for information on program design and management by consolidating information on the current state-managed interlock programs with lessons learned and best practices. The outcome of the project will be an inventory of the state of the practice of IID programs, to serve as a resource for IID program administrators and staff, policy makers, legislators, researchers, and advocates. The inventory shall include summaries of (1) impaired driving and interlock laws, relevant statutes, and regulations in each jurisdiction; (2) IID program characteristics, resources and practices; (3) stakeholder agencies (e.g., Motor Vehicle Department and driving while intoxicated (DWI) Courts); and (4) program data such as the number of DWI arrests, convictions, and recidivism rates. |
