摘要：	The ability to communicate the importance and impact of research in an innovative transportation program is essential in the current climate of competitive transportation budgetary dollars. Value added by performing the research project is the foundation of communicating research impact to research stakeholders. Currently, the North Carolina Department of Transportation (NCDOT) Research & Development (R&D) Unit does not have a formal methodology for determining success of a research project and therefore requires a research assessment methodology at the program level. In order to meet these needs, the proposed study will develop a program level research project evaluation plan/tool for the NCDOT R&D Unit. The research evaluation plan will effectively and accurately measure the cost benefit ratio of research projects, level of implementation and provide guidelines for effectively communicating research program impact to NCDOT research stakeholders. The proposed study will also develop a project prediction tool to aid in the NCDOT R&D Unit�s ability to identify potentially high value projects earlier in the planning process.
