Studies for Strategic Choice of Measures (SSCM) was introduced as a new step for planning of transportation solutions in 2012. By the end of 2015 more than 500 SSCM have been conducted or initiated and the method is still under development. Considering the progress of SSCM over these years there is now a need to assess the value of this planning procedure. This project therefore has two aims: 1. To increase the understanding of values created by SSCM; 2. To increase the understanding of conditions for such values to be realized. SSCM were introduced for a number of reasons, primarily to enhance the efficiency of planning, promote the "four-step principle", and to strengthen coordination between actors. Given these aims, a study of the value of SSCM needs to apply a wide notion of "value" in order to capture the relevant aspects of what is "valuable" in an SSCM-context. As opposed to measuring values quantitatively, the project focuses on the qualitative understanding of values that SSCM has the potential to contribute to. The project is therefore conducted with qualitative methods and case studies of ongoing and completed SSCM. The selection of cases will be based on the results from an overview of all SSCM that have been conducted so far. This overview will be compiled at an early stage of the project. The empirical findings will be analyzed in a theoretical framework of pragmatic planning theory around institutional capacity and communicative planning. The project is expected to develop knowledge about SSCM in a way that enhances the ability of The Swedish Transport Administration to contribute to fulfilling the national transport policy goals, both in the process of initiating SSCM and through the implementation of SSCM. |
