摘要：	The project aims to increase knowledge about urban environment agreements as a means to promote sustainable urban environments where a larger share of passengers by public transport. The goal of the project is that, based on the investment in urban contracts in the period 2015-2018, implement: - Process evaluation with a focus on how municipalities and county councils, government departments, parliament and government, private operators, etc. act and cooperate in the decision making process and how this affects the agreements direction and implementation; - Effect evaluation focusing on the effects of the agreements with regard to travel, energy efficiency, emissions, housing and urban environment, - Comparative study of the Swedish urban contracts compared with urban environment agreements in Norway with regard to both the process and effects, as well as - Scientific expert support to municipalities and county councils / regions for improved quality of monitoring and evaluation. The knowledge produced in the project have large expected benefits to the understanding of urban environmental agreements as a means to promote sustainable urban environments. Such knowledge is of great importance both to assess the usefulness of the effort made, and to develop future urban contracts or similar instruments. The project will also contribute new knowledge that have more general relevance, such as efficacy context of the package of measures and effects of state control for collaboration between different actors and
