Although more than twenty metropolitan areas across the United States have implemented ramp metering, North Carolina does not have ramp metering installed along any of its freeways. With the growth of the state and population migration from other states to North Carolina, freeways are becoming more congested, and the need for Active Traffic and Demand Management (ATDM) systems � especially ramp metering, becomes more and more apparent. Therefore, it is extremely important that the North Carolina Department of Transportation (NCDOT) continues taking a proactive stance toward developing a plan for ramp metering implementation in North Carolina, especially as ramp meters begin to come online. The primary objective of this research is to provide NCDOT Traffic Systems Operations and Traffic Management Unit with the necessary tools for planning and implementing these strategies for North Carolina freeways. Specifically, this project will provide key information for NCDOT staff on (1) the synthesis of ramp metering strategies at isolated locations and in coordination, their tradeoffs, etc., and (2) a methodology for future evaluation of ramp meters and development of performance measures � including efforts to collect data before construction of the first ramp meters. |
