Click it or Ticket (CIOT) programs are short-duration, high-visibility enforcement of seat belt laws. The first nationwide program was conducted in May 2005 followed by similar programs during May of each succeeding year. This report examines the 2007 program as compared with the previous years. The results indicate that the States bought slightly less paid media in 2006 and 2007 ($23 million in 2005 versus $17 million in 2006. and 2007). The number belt use citations issued during CIOT peaked in 2005 and then declined in 2006 and 2007 (727,271 in 2005; 697,115 in 2006; 672,574 in 2007). The national belt use rate as measured by the National Occupant Protection Use Survey rose from 75%to 82%from 2002 through 2005. It remained at 82%through 2007. Belt use rates increased in 40 States including the District of Columbia and Puerto Rico and decreased in 12 States. The number of States that have achieved 90%or better has tripled since 2002 (4 to 12).
