摘要: Section 1404 of the Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU, Public Law 109-59) establishes a national Safe Routes to School (SRTS) Program. The purpose of the program is to encourage K-8 students who live within 2 miles of school to walk or bicycle to school. Alabama is apportioned approximately $9M for the program during FY2005-FY2009. The Alabama Department of Transportation (ALDOT) administers the program in Alabama. ALDOT elected to spend 85%of the apportionment on Infrastructure projects to provide such items as sidewalks, crosswalks, and bicycle racks. Fifteen percent of the funds will be spent on Non-Infrastructure projects that promote education in areas such as health and walking/bicycle safety. Local units of government and school boards are eligible applicants for the funds. Private school applications are also welcomed but must be submitted through the Alabama Private School Association. ALDOT will work directly with successful applicants to implement the Infrastructure funds. The Alabama State Department of Education and the Alabama Department of Public Health will provide the education component through local and statewide initiatives and in particular will work with school boards and local governments that are awarded Infrastructure projects. This report describes the collaboration between ALDOT and personnel at The University of Alabama (UA) to set up an administrative framework for the Alabama SRTS program. The work included constituting an Advisory Board, setting a project schedule, forming SRTS policies for the state, erecting a comprehensive website, and establishing proposal review criteria. / NOTE: Final rept.
