摘要: The key objective of this study was to evaluate and demonstrate the economic benefits of the A.S.A.P. program to travelers in the Birmingham region. These benefits include those associated directly with the motorist assistance rendered as a part of A.S.A.P., as well as indirect benefits associated with reduced delay, improved safety, and reduced environmental impacts. Most of the effort in this study supported this objective. Through a review of the literature, four key categories of benefits of service patrols can be identified, described herein as mobility, environmental, safety, and customer service benefits. The most-often cited benefits are those associated with mobility, specifically, reduction in the delay incurred by travelers attributable to the presence of the service patrols ability to respond quickly, clear minor incidents, and assist with traffic control in major incidents. Environmental benefits can also be quantified by estimating the reduction in emissions and fuel consumption associated with service patrol response to incidents. The improved air quality associated with reduced emissions, along with the mobility benefit of congestion mitigation, were key factors in the establishment of the A.S.A.P. program. Safety benefits can be realized through a reduction in secondary crashes that can occur in the congestion upstream of an incident that has already occurred.
