When policymakers make public investments, they are frequently interested in the economic impacts associated with their actions. Stakeholders are usually interested in a policys economic impact. Common ways of measuring economic impact are the quantity of jobs, sales, and tax receipts associated with an activity. These metrics are often reported as evidence that the welfare of a community will be (or is being) enhanced by a policy decision. This guide summarizes the findings of a CTR/TTI study team investigating the value of Texas ports for the Texas Department of Transportation found in Technical Report 0-5538-1, An Analysis of the Value of Texas Seaports in an Environment of Increasing Global Trade.
