Risk identification and mitigation are, and have been, ongoing activities within the United States Coast Guard Sector New York area of responsibility. In support of overall safety improvement activities, a formal Port and Waterways Safety Assessment (PAWSA) for New York harbor and adjacent waters was conducted on Staten Island, New York on 9-10 September 2008, sponsored by the U.S. Coast Guard. The workshop was attended by 30 participants representing waterway users, regulatory authorities, and stakeholders (i.e., organizations with an interest in the safe and efficient use of New York and New Jersey waterways for commercial and recreational purposes). A Waterway Risk Model, incorporating 24 risk factors associated with both the causes and the effects of waterway casualties, was used throughout the workshop to guide discussions and numerical assessments. That model originally was conceived by a United States Dialog Group on National Needs for Vessel Traffic Services and subsequently has been refined based on experience gained during the 40+ PAWSA workshops that proceeded this New York session. |
