The District of Columbia receives an annual apportionment of federal funds for transportation, and is therefore responsible for carrying out a statewide transportation planning process under the Statewide and Nonmetropolitan Transportation Planning rule, including preparation of a long-range transportation plan. Being the country's only fully urbanized state jurisdiction, the District was presented with an opportunity to take a unique approach to transportation planning. The result was moveDC 2021. Over the next 25 years, the District is projected to add more than 250,000 residents, 90,000 housing units, and almost 200,000 jobs. However, within a fully developed land area, there are few opportunities to expand capacity on existing roads, build new roads, or provide space for vehicle parking. The District faced this challenge head-on, ultimately adopting a plan that forgoes a staple element among statewide transportation plans: moveDC, the District's long-range transportation plan, contains no roadway element. Instead, DC is looking to expand public transit, walking, and cycling to meet the mobility needs of residents, workers, and visitors. |
