The Intermodal Surface Transportation Efficiency Act of 1991 amended the surface transportation laws of the United States to include requirements for a statewide transportation multi-year program which would ensure the eligibility of states to receive federal transportation funds. The State Transportation Improvement Program (STIP) covers a three year period and is based on funds which can reasonably be expected to be available for project implementation. The highway transportation funding is focused on the continued implementation of the legislatively approved 1986 road plan. Major transportation improvement projects have been identified for funding authorizations of the various federal programs under Title 23 U.S.C. and Federal Transit Act. Additionally, alternate projects currently slated for state funds have been included permitting their eligibility if additional federal funds are made available. Projects with small scale impacts (e.g. pavement resurfacing, bridge replacement and rehabilitation, rail/highway grade crossings, hazard elimination, lighting, etc.) are grouped into statewide categories to avoid minor amendments to the STIP for scope of work, cost, etc. |
