The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) has changed the rules of the transportation decision-making game. Previously narrow, restrictive funding categories have been collapsed into a few broad, flexible programs, and states and metropolitan areas have been given much greater latitude in defining and funding projects within these programs. The trucking industry must actively participate in the resource allocation process to ensure that its views are represented when decisions are made-otherwise, there is no guarantee that the industry's needs will be heard, much less met. |
