摘要: The Florida Department of Transportation (FDOT) is currently in the process of implementing the American Association of State Highway and Transportation Officials (AASHTO) Pontis Bridge Management System to support network-level decision making in the headquarters and district offices. Pontis is an integral part of a Department-wide effort to improve the quality of asset management information provided to decision makers. The credibility and usefulness of this information is also essential for satisfaction of the requirements of GASB 34 regarding the reporting of capital assets. Previous Department research in the areas of user costs and agency costs have identified the remaining analytical needs for implementation of the economic models of Pontis, and have made significant progress in the development of these models. A spreadsheet-based Project Level Analysis Tool has been developed to process and present Pontis analytical results in a form useful for bridge-level decision-making. Strong interest has been expressed within the Department as well as in other states for having an objective network-level analysis of tradeoffs between performance and funding. GASB 34 specifically requires this capability in its modified approach, which FDOT is planning to adopt. The project level analysis tool provides all the necessary inputs for individual bridges, so what is needed now is a tool to compile and summarize all this information, using a multi-objective benefit/cost analysis to predict system-wide performance at any given budget or the funding requirement of any target performance level. This will improve programmatic decision-making by helping managers to optimize the allocation of funding among competing uses. The proposed research will provide this capability for bridges, and will be generic enough to be extended to other types of transportation assets (e.g., pavements, rest areas) in the future.
