| 摘要： | An investigative panel of Minerals Management Service (MMS) personnel were given the assignment to investigate and to prepare a public report on the pipeline leak discovered on January 24, 1990, in the Ship Shoal Area, Block 281, off the Louisiana coast. The accident investigation panel members met at the MMS Gulf of Mexico OCS Regional office in New Orleans, Louisiana, on February 28, 1990.
