| 摘要： | This document revises Navigation and Vessel Inspection Circular (NVIC) No. 03-03, Change 1. It is designed to provide further clarify and guidance for the implementation of the maritime security regulations mandated by the Maritime Transportation Security Act of 2002 (MTSA).
