As a result of federal legislation and fuel costs, electric utilities have considered a viability of conversion of existing residual oil-fired generation stations, plus the phased construction of new plants. With funding received through the Florida Department of Community Affairs from the Office of Coastal Zone Management, National Oceanic and Atmospheric Administration, the Tampa Bay Regional Planning Council (TBRPC) is studying the possible effects of coal transport and storage within Hillsborough, Manatee and Pasco and Pinellas Counties.
