In his 2013 review of learning lessons from emergencies and major incidents, Kevin Pollock suggested the challenge is to ensure that, in addition to the policy and procedures changing, there is a change in organisational culture and personal practices. Such changes in attitudes, values, beliefs and behaviours are difficult to achieve and take longer to embed. However, failure to do so results in the same issues repeating, lessons unlearned, through future events. Therefore, it is important for the highway sector - as a lifeline infrastructure provider - to undertake reflective practice and learn from its own experiences of disaster. |
