The digital world does not have seasons, or even day or night, (but it does have the cloud' in case you miss the idea of weather]. The internet is a 24/7/365 'everything all of the time' economy. It is something the highways sector is still struggling to get to grips with, partly for financial reasons and partly because of skills, but also perhaps because we still have our seasonal and circadian rhythms. Winter will soon be ending for highways and mad March is beginning. The gritters will be put away or converted, and the spray injection patchers, pothoie fixers and multi-purpose maintenance vehicles are being rolled out. Last month, an excellent article in our IHE pages pointed out that in the 1970s we operated winter service on a five-day basts, ignoring the fact that it might snow on the weekend. Just as we moved to seven days a week winter service, we now have to make a similar transition to the concept of a changing climate, and to the world of data - because data is always evolving and so is the weather. The road network has become a delivery mechanism, backup power supply and analogue reserve currency for the digital network. The one weak point in a certain mega-corporation's business model is that it still needs roads. The US postal service declared that 'neither snow nor rain nor heat nor gloom of night stays these couriers'. The postal service may be struggling to compete with emails but the highways sector still goes out in snow and rain and the gloom of night to keep it, and the digital world, going. |
