'If I had my way I would spin the whole industry on its head,' David Capon says. The comment comes as something of a surprise, not least because it is delivered in his customary level-with-a-dash-of-suave tone. We are discussing the utilities industry as part of his role at JAG (UK) and by extension his work with the Highways Authorities and Utilities Committee (HAUC (UK)) but he might have his eye even further afield. His personal vision is for utilities to focus on maintaining their assets while local authority-run 'roadwork hubs' deliver all highway reinstatements - rather than the current mass of utilities and streams of subcontractors. His aim is to maximise efficiency by cutting down on transport, reducing risk and giving councils back control of their networks. Though it sounds like a longstanding dream, the idea is prompted by a discussion of HAUC's Road to Net Zero project, funded with over a million pounds from the Transport for London lane rental scheme. |
