The UK Government has finally published the much-awaited consultation on National Highways' proposals for RIS 3. Once agreed by Parliament, these plans will set the direction of travel on the needs of the strategic road network (SRN) for 2025-2030, ensuring that it remains fit for purpose. CECA welcomes National Highways' focus on carbon reduction, alignment with PAS 2080 Carbon Management in Infrastructure -which is a global specification for managing whole-life carbon - and its commitment to an integrated transport system. However, while the intention of the RIS document is as anticipated, it is also, a little disappointing. CECA understands that the potential funding allocated for the next road investment period is likely to be similar to that of RIS 2. However, in reality, there will be far less money, as contractors continue to operate in an economically challenging and inflationary environment, combined with the responsibilities of meeting net zero goals. |
