In highways, Norse uses the Teckal principle and keeps Norfolk CC in a client role, with Norse providing the authority with comprehensive profit and loss accounts for each part of the highways service and internal reporting up to the commercial director level. In this way the financial performance can be carefully monitored, handled and communicated. Norfolk has developed a 'more commercial approach without compromising their public service ethos', Mr Glasspoole says. |
