As a researcher with a background in disaster management and community resilience, I have witnessed the significant impact of natural hazards on communities across Europe. My journey in this field began with projects focusing on understanding various hazards, risks, and community resilience. Between 2011 and 2015,1 worked on the EU FP7 Building Resilience Amongst Communities in Europe (emBRACE) project, which examined how different natural hazards were managed across Europe from a community resilience perspective. This deepened my understanding of the challenges faced by communities in the aftermath of disasters. In December 2015, two months after the completion of the emBRACE project, Cumbria was struck by Storm Desmond. This left a trail of devastation, with 1,234 highway assets severely damaged or destroyed. Due to my prior work, I was commissioned by the Local Resilience Forum to oversee the acute and recovery phase debrief processes. This 18-month process provided valuable insights into infrastructure recovery - which I believe should reshape how we approach resilience in the context of highways. |
